Biography Gordon McDonald Deputy CFO, Office of Budget and Planning Gordon McDonald was appointed deputy CFO for the Office of Budget and Planning (OBP) in January 2008 after serving as interim deputy CFO since July 2007. As deputy CFO for OBP, he provides overall management for the development and execution of the District’s $10 billion operating budget and $1 billion capital budget. McDonald is a 23-year veteran of OBP who began his career in District government as a supervisory budget analyst, where he performed budget formulation and execution for public safety and governmental direction and support agencies. He became associate deputy CFO in October 1997.  Prior to joining the District government, McDonald worked for Exxon Company USA as a financial analyst, where he formulated and monitored the operating budget for Exxon’s Eastern Region Division. During his tenure with OBP, the District received eight “Distinguished Budget Presentation” awards from the Government Finance Officers Association for the annual budget document. Because of his knowledge and experience in municipal budgeting, McDonald has made numerous presentations on the District’s budget process to community organizations and delegations from foreign governments. McDonald has received numerous awards including the CFO Award for “Sustained Budget Quality in the FY 2001 Budget,” CFO’s “Special Act Award,” and CFO’s “Sustained Superior Performance Award.”  McDonald is a graduate of Howard University, Washington DC, where he earned an MBA in Finance and a bachelor’s in Business Administration. He is a member of the Government Finance Officers' Association.
